pip가 깨졌을 때

 (1) pip가 깨어졌을 때, base에서

conda install --force-reinstall pip

(2) 아래 오류

ERROR: Could not install packages due to an OSError: [Errno 2] No such file or directory: 

> pip3 install --upgrade --user pip
